Background
Applies to any project in which gases or liquids are transported by pipeline. It usually applies to oil and gas pipelines, both onshore and offshore. It sometimes applies to water projects. Such projects are characterised by:
- Technically simple (unless in deep water or high mountains).
- Becomes a little more complex if a multi-product pipeline.
- Some equipment and material which may need to be imported
- Usually a closed market with a tolling arrangement.
- Tariffs Negotiated with escalation and indexation clauses and split into capacity (fixed) and operating (variable) elements.
- Sometimes the pipeline takes title to the product and sells it at the other end.
- Does not usually earn foreign exchange unless it is a cross border pipeline.
